The story starts when Mona Juul contacts her husband Terje Rd-Larsen in December 1992, due to which Rd-Larsen visits Yossi Beilin in Jerusalem. Beilin tells Terje the peace talks are dead because everyone wants everything at once. Terje offers a new approach to the peace talks. An Israeli and Palestinian discussion on a neutral ground.
Mona Juul and Terje bring Ahmed Qurei, the Palestine Liberation Organization’s financial minister, to Israeli economics professor Yair Hirschfeld in London. The secret meeting starts cold, but they ultimately agree to meet again.
Qurei and Hassan Asfour represent the Palestinian government in the film, whereas Hirschfeld and Ron Pundak represent the Israeli government. The conference begins formally but through back and forth negotiations, a Declaration of Principles is drafted (DOP). After which, Mona decides to tell Johan Jorgen Holst, the Norwegian minister of foreign affairs, who arranges a meeting with Uri Savir from the Israeli foreign ministry to study the DOP.
Initially, Uru Savir and Qurei accuse each other of terrorism and murder. Still, the meeting warms up as Savir offers the Gaza Strip and Jericho to the Palestinians as autonomous territories. Then Uri Savir presents the outcome to Joel Singer, the Israeli Foreign Ministry's legal adviser, who attempts to modify the document and causes a breakdown in talks.
We can see Shimon Peres and Yasser Arafat finalizing the Oslo Accord through a telephonic meeting. They finally agreed to recognize each other's legitimacy and postpone the Jerusalem issue after a long conference.
